If you are mature and know a lot of about young men, I really need your advice?

I have a tendency to act overtly flirtatious to almost any guy who gives me attention - anyone from my priest, father, brother, to my best friend who is gay, to teachers. I am a tease and my flirting has created a bad reputation for me. The oddest thing is I do not even have the courage to speak to the guys I actually I am interested in. Majority of the guys I have honestly liked, never knew because I would not speak to them or if I did I would act so shy or so rude, they did not like me or did not notice.
