Should i tell him i like him?

so my older brother(1&1/2 years older) has this friend that ive had a crush on for a while,him and my brother are very close..he teases me all the time by calling me names that he knows will annoy me, smiles at me all the time in the hallway at school or gives me like a weird look, and my dad whos really close with his dad says he thinks he likes me. i want to tell him i like him but i dont know if i should or even how to do it without it being super awkward. i was gonna wait till the end of the summer because he is going to college but i just dont know what to say to him. i dont wanna make a fool of myself because i dont know if he likes me, i think he does but im not sure.. Help Pleasee!!
